Alright, this is going to sounded retarded, but whatever. My dance and drama teacher did this to our class. Basically, in order to reach complete relaxation, you have to do the opposite of complete relaxation.
So to start off, make sure you are lying on your back, with your eyes closed, and in a comfortable position where you will not be tempted to move, you have to be completely still for this to have it's full effect. Then, breathe in through your nose, and out through your mouth, and keep it going. Then, flex your toes. Hold your breath while you are doing this. Then, flex your feet. Once again, hold your breath while you do this. Slowly work your way up and flex every muscle that you know how to flex in your body one by one, hold your breath when you flex. (calves, quads, abs, pecs, biceps, forearms, hands, fingers, shoulders, neck, face [yes, face] etc. etc.) Then, once you have gone through all those muscles, take one deep breath, hold it, and flex every muscle you just flexed all at once. Hold it for ten seconds, then release.
It's not necessary, but if it helps you relax you can imagine you are at your home ski hill, or at your favorite resort, or just your favorite place, but, you have to have been there before.
This really works, my dance and drama teacher taught us how to do it, it sounds incredibly psycho and stupid but it works, I promise.
