For school I need to create an online how to guide with several simple steps but they are really awkward to explain. so I wanted to make like a flash animation thing with pictures to explain the steps. So, would this be easy to do? And can anyone point me in the direction for what program to use?

If you have time, use flash. You'll learn a lot and it will probably turn out cool. Otherwise, do something else.

yeah the only way to develop flash as in a .swf file is by using the Flash IDE, developed by Adobe.
If you choose to go this route I can give you a few pointers

macromedia has a program out for flash...flashworks maybe? or fireworks or something

Yea its called macromedia FLASH. They created it and made the program. Fireworks is just like photoshop.

you can make stupid animations on photoshop if thatd work for u. just make a bunch of different layers and then save for web and choose animate. it cycles through the layers.
