well if you just want to make a playable vcd/svcd then nero burning rom works, but I don't know what to use if you want something professional.

http://club.cdfreaks.com/archive/topic/59489.html that is a complete guide on creating a VCD or SVCD (SVCD doesn't play on all DVD players but has a lot more better quality.) Download and install the little programs then follow the guide. It is easy to create a video cd if your .avi file is succesfully converted to MPEG.
