Alright, I've done what I can to help my friend, and I'm lost here...

Internet Explorer doesn't work, Firefox doesn't work.  Firewall is turned off (or at least windows is, he can't find any others on the computer though), AIM, DC++, and other programs are working WITH INTERNET.  Any ideas???

yeah that is really wierd, try reinstalling, but i donno if that will help if both IE and firefox isnt working. obviously its some sort of firewall

Turning off the firewall can actually be more of a hinder sometimes...when you turn it off, the computer will sometimes go into a 'lockdown' sort of thing and block much more than it was when its on. Trying turning on the firewall and setting IE and Firefox up in the permissions. Other than that, is he on a network? His router could be blocking port .... ya I forgot the number but there is a designated port for HTTP, you may have to set up port forwarding for his browsers to get it to work.
