Help on downsizing pictures

How can I downsize a picture, and yet preserve the quality of it? (so i can get it into the photo gallery which requires a 30k pic or lower)

just use programs like acdsee or photoshop or paintshop.. go to 'edit' => 'resize' => fixed proportional => and whatever size or pixel.
