It's extremely expensive by our standards, the most expensive city to live in in Canada, though probably less expensive than New York. It is also perennially ranked as the best place on Earth to live (generally we fight it out with Zurich, Switzerland for that honour). Oh, but you'll have to re-learn how to spell words like honour.
Work availability is by an on-industry basis; if you're a doctor or a carpenter, there are tons of jobs. In the film industry, I would assume that connections are the order of the day, so if you have any options, you're good. Otherwise I can't advise you as I am in no way connected to the industry (which is, however, a big growth one around here, especially for TV, because it's cheaper to shoot here than in a lot of other places).
