not in France. Freebox gives 30 mb/s has TV over IP (a cable box that plugs to your phone line instead of a cable or satellite) and phone over IP

its all like 30 or so Euros a month.

T1 is just when the phone company brings a fiber optic cable straight to your building. France has always adopted phone technology very quickly and all phone lines in France have been upgraded to fiber optic therefore its all T1 or higher
