i expect this would be easily done if there were a temperature inversion but how else could this have happened because this was the case new years day when i looked out the window and i was so confused.

Means warm air is moving in. Where the rain starts falling is above freezing and it doesn't freeze before it hits the ground. Pretty simple process.
