What kind of fan/blowing system should I use to build a drying rack?

or you can just remove the liners and put them next to a fireplace/radiator/heater. much cheaper and less effort. not only do they dry but they air out too = a little less stinky.

if you have a radiator or just like a fire place just put some old skis next to it sticking up secure them and hang your boots uposide down on them. DOn't put the boots on them, I melted a pair 2 years back

get a fan and set your boots in frount of it 12 hours and your good! put some news paper in them to get rid of the smell!
