Well first off the name you gave is wrong (i'm assuming typo). Remember it's a 4 carbon chain so it can't be 1,5 substituted obviously.

I believe you are right and the IUPAC name for the molecule would be:

2,3-dihydroxy-1,4-dicarboxybutane

I believe carboxylic acids take priority over glycols (2 adjacent hydroxyl groups).

Weird molecule though.

I now know, its a Carbowater, otherwise known as a Carburetor.

Yup, it seems you have a good old fashion Carb on your hands. If I were you, I would figure out where it came from, Im sure some ol' engine misses it.

Thats right, Electronic Fuel Injection. It was discovered more recently than the Carbowater chain and has yieled higher effiency, so it is still being bonded today.

It's amazing what chemistry has taught us.
