ive heard of 2 ways.. drilling up from the bottom of the wood into the pvc pipe or drilling large enough holes for the head of the screw to fit through and then a pilot hole in the bottom. that way the screw head is in the middle of the pipe. i also heard if you put a washer between the head of the screw and the pvc it holds a little better. i would think drilling from the bottom up would be good because you don't have the holes to catch on and if you drill through the top, the holes might make it weaker. but if you do drill through the bottom and the pipe cracks... say hello to a nice goudge in your ski
