Replying to Apple ID...

How would one go about getting an Apple ID because. On apple.com I found this chat thing where you tell them your problems and they tell you how to fix them, but when I go to get an ID (need one to join forum) it says dont have an ID, click here. I, like anyone wanting an ID, click there but it takes me to the sign in thing where you need an ID to sign in. I, as I have said already, do not have one so the question is in the first sentence.
