Another warm winter predicted

The NOAA Climate Prediction Center is predicting another warm winter for much of the country, although not quite as warm as last winter.
Its seasonal outlook issued today says the period of December 2006 through February 2007 is likely to be 2 percent warmer than the 30-year average (1971-2000) -- but 8 percent cooler than last winter.
Regionally, the Center predicts:
* Warmer-than-average temperatures in parts of the West, Southwest and Plains states
* Near-average temperatures in the Southeast
* Below-average temperatures in Hawaii
It's a toss-up for the rest of the country --- an equal chance of warmer, cooler or average temperatures.
As for precipitation, NOAA says the Southwest from central and southern California to Texas and for Florida and the south Atlantic Coast might see more of it.
Less-than-average precipitation is predicted in the Ohio Valley, the northern Rockies and Hawaii.
NOAA also updated its Seasonal Drought Outlook. Look for drought conditions to potentially improve this winter in Arizona, Texas and parts of the Plains and Southeast. Drought is predicted to develop across parts of Idaho, Washington and Oregon.
