If you'll remember, when Bush came into office the government was running a surplus of billions of dollars, and we were trying to decide what to do with it... it was one man, GW Bush, who decided to push his 'tax rebate,' where every tax-paying American who qualified got a nice little check for a couple hundred dollars in the mail. Checks like that to hundreds of millions of Americans eats up money awful quick... and now with the war and Homeland Security and whatnot, the government will be running deficit for decades.
So yes, essentially... one man. If it weren't for that tax rebate, that surplus money could be paying for the war and for homeland security. Instead, kids like me are going to have to dish out thousands more dollars next year to pay for college, because the government doesnt have as much money for federal grants and loans.

The reason why debt is so important to pay off is the intrest, immagine the intrest on $6,460,649,275,186.23, It sounds boring but when you start going massivly into debt you end up putting all your money just into paying off your intrests. Thats what happened to argentina, and its what majorly fucked them up.
