Limit video rating

I think NS should limit the rating of videos to one rating per IP address. Theres too many people who have 5-10 usernames who can change any videos rating to their likings. This can cause the top rated section to be very biased.

or we could just stop saying "stop rating your shit a 10" and then rating it a one. when the guy never did rate it a ten. someone just rated it but never commented.
