Bit rate... how do you change it?

I have an mp3 I need to make smaller.. so I would think changing the bit rate would make it smaller right? How can you change it? I have iTunes and Garageband.. and I know one of these has to be able to change it up..?

I'm not for sure on this but give it a try.

In itunes go to the preferences, once there go to advanced. In advanced mac sure you have it on MP3 Encoder and then select the bit rate you want and hit ok. Now select the song/s you wish to change. Go to advanced -> Convert Selection to MP3. This should (I'm not 100%) convert the song into the new settings.

download winamp and then download the lame.exe plugin off of the winamp site. Then you can lower the bit rate if you want.
