will a pair of oakley pants size small fit me pretty baggy still if im like 5'1"? cuz if i go up to a medium, the pants will cost me a fortune

Depends on what sort of fit you want. I'm 6'1" and the mediums I used to have (which were crap) fit me ok. If you want the "straight-outta-compton" look go for those, if not, get smalls.
