Both of you were right... this is panning.
The way to do it, like Whistlermann said, is to stand in one place, preferably a bit back from the line of motion, and pan with the camera as the skier comes in to whatever he's doing. Have the camera on a low shutter speed (I shot the picture above at 6 shutter speed), and follow the skier, trying to keep him centered as best as possible. When you take the picture, since you're following the skier his exposure will remain stationary, while the background blurs with the camera pan.
Another cool effect (you can see it in the picture above) is to use a flash with it, it helps to freeze the motion of the skier and other objects in the foreground.
