Go to a good bootfitter and ask them to shell size you to see if it is actually too big. You could squeeze into a boot two sizes too small and still be able to force your heel to lift - your foot has over 25 bones in it so it has a lot of articulation. If it is too big, you can get it fitted to reduce the volume by padding the liner or by adding material to the bootboard to raise the whole foot.
