An Icon Question, about sizing

Ok, i made a good pic on paint and i cahnged the size on phtsp to 50 by 50 pixels, then i go to save as and i save it under what image thing, like gif, jpeg, etc. whats the one that has the least size, then i go and it says something and it shows somewhgere with resolutiona dn then i can only change it to 14 k, not 4, please help!!
