How do you change picture size?

i scanned a picture and it is too big to upload. How do I change the size of it without croping it and stuff like that?

You could use photoshop and go to Image > image size to decrease the resolution. Then, save it as a jpeg at medium quality. Or, you could also use Save for Web.

What programs do you have that can open images? (and, preferably, edit/manipulate)

save it to as a picture, open it in paint, crop te neddesary items and using the box around it click on one of the corners of the surrounding box move it in to make it smaller or out to make it bigger
note: crop is that feature on the top right of the tool bar the looks like a box of outlined with dotted lines
