Take a look at the scratch 100's or the look p12 or p12 jib for a good binding that doesn't cost a ton. If you're going to be cranking up the DINS, check out the scratch 140 or the look p14.

i second that, if you are light the p10s/scratch 100s if you are heavy then the 12/200 versions.

I'd shy away from lifters unless you spend a lot of time just skiing on groomers. In the park you don't want lifters just because they make skiing there harder, and for the mountain I prefer not to have them because I think it makes the ski slightly less responsive. Lifters will let you carve a little better, but that's the only advantage that I know of.
