Help buying a Video camera

I'm looking to get a video camera, but i was wondering what specifications is should consider, and what brands are waterproof. I only want to make like a 3 minutes video or so, so nothing serious, but i wuold like the quality to be decent. What would be the best investment?

any thing mini DV really should be ok 500 lines of resolution.

nothin is waterproof unless you get a waterproof digital stil camera that takes short videos
