AN ACT TO Put Up Hand rails at all stairways

BE IT ENACTED BY THE YOUTH LEGISLATURE OF THE STATE OF MINNESOTA

Section 1. ALL stairways public or private. Will have to have handrails on them.Section 2. The purpose of this bill is to create a safer environment for all people when going about their lives. So they have a lesser chance to fall down stairways.Section 3. (1) A hand rail is described as: tube like bars of metal put to together to form a structure that you can hold on too. To keep your balance when traversing a stairway.(2) A stairway is defined as: any type of series of steps that allows people to go up and down inclines easier.(3) The handrail is to be next to the stairway. Close enough were people can easily grab it when going up and down stairways.Section 4.Local law enforcement will carry out the enforcement of this law. The legal owner of the stairway Will be given a 50-day notice to put up a handrail, Before he is fined 500$.Section 6. This bill would take effect January 1 2006
