I asked one of the local ski shops about the 3 time remounting rule. They replied that it's a good guideline but that the real problem comes in when the screw holes are too close to the old holes, they have a tendency to rip out. It doesn't really affect the strength of the ski. How close is too close and what do you think about all this?
