I believe congresses only check on the supreme court is by interrogating the presidents judge nominees. I think the supreme court can only overrule its decisions.

oh yah, I was kind of confused by the question. Isn't it the supreme court? I mean people challege the law to be unconstitutional at a distict level, or petition and lobby enough to have the surpreme court hear they're case. Then if they submit enough evidence its unconstitional the surpreme deems it thus so.

Sort of.. WWII was a dirty battle, and there were countless spies all over Europe and Asia. It is really racist though, and if we ever decided to not be racist towards minorities, we should probably overturn that law.
