Replying to Formula 1 Racing

So im a huge F1 fan and finally someone else other than Ferrari has won the constructor's and the driver's championship. I happened to be in Italy last week, in Milan to be more specific, which is only about 30 minutes away from Monza. This italian guy was trying to tell me that Ferrari slowed their car down this year to make things more intresting to watch because the other investers were losing money. Is this even possible? Would Bernie Ecelstone and Ross Brawn stoop that low?
