in paintshop, what u do is there is a layer info thingie (layer pallette), and you can change the opacity or whatever on the little sliderbar thing

right click on the layer, and select blending options. There are tons of diferent options there, but you want the one it defaults to. It says Opacity. adjust that for transparency.
