Replying to Dam comp need sum help

well i downloaded this file
and im preaty sure its a virus (wen i try run it the compuer just like starts doing all thes stuff then like freezes and i cant right click on it) so now i want to delet it so i highlight it and push the delete butten and after like 5 min of the comp just like doing sumthing it says cannot delete the aplication is being used by another program. but its not can anybody plz tell me how to delete it
