thats the beauty of making your own rails you can decide you own demensions and stuff and as far as tips make sure the pvc is thick enough so it doesnt crack
1/2 thick pvc piping, i like doing double barrels, so get two in whichever length you want, and then get a 2x4 and places like Home Depot usually have 2x4's that are the same lengths as pvc piping which is convenient, then tape the pvc piping to the 2x4 and pre-drill from UNDERNEATH and make sure the screws you are using are short enough so they wont go through both sides of the pvc, then when youve got the holes drilled, drill the screws in...as for legs just figure out how tall you want them, put about 3 or 4 on, put some bases on the legs et Voila, backyard rail thats magically delicious
if your using pvc get it thick... it cracks so easily, we already cracked ours because we were being dumbasses and jammed in on the rail to hard but the crack in a spot where it wont fuck with anything... double barrel and its amazing.
Just make sure that the base is sturdy, the pvc will hold for itself if its secure. By the way, my 8 foot pvc double barreled rail only cost $24 to build.
if you end up cracking the pvc, get a whole saw that goes in a drill that is the same as the inside diameter of the pvc, cut a couple "cookies" out of some thick wood, and use a broom handle or such to push them down under the crack, that will help it last longer before it completely shatters
