the voting in NZ is at a stalemate, not a proper majority...
its not like in the states where a slight majority will take the government, it has to be a large majority. which wasn;t achieved... big coalitions need to be formed etc.

i have only read the first part of the thread, and all i have to say is:
Bush essentially told the governors to evacutate their respective areas, but they waited an extra day. Its up to the STATE governments, not FEDERAL gov't to deal with this...you people obviously do not understand how the US works.
