Questions about quotes

I was wondering how you get quotes to be posted along with your messages in the forum or with pictures/movies? I suck at computer stuff so any help would be cool. If your wondering what i'm talking about look at bottom of lots of people's messages

Got to Tools / Misc. tools / edit my signature... this will only work onthe forum you can't have a signature on the pics or vids
