Replying to Anyone real good at computers and knows xp? i fucked mine up

So i was having this complicated problem with steam and it had to do with IE because well, i tried deleting it, bad move. So my friend told me to download service pack 2 and now when i restart my comp, its black for 70 seconds and then it gives me the BLUE SCREEN OF DEATH... says "STOP: c0000135 {unable to locate component} this application has failed to start because winsrv was not found. Re-installing the application may fix this problem." crap. Oh yea and booting up in safe mode just does the same thing.
