ski sizes only rely on weight. Almost nothing to do with size or how tall you are.

uhh it also depends on which ski you are talking about. im 140 lbs and according to you i should be on 167's , but im riding 178's-but they are some of the softest skis on the market.

I disagree with that chart for a few reasons.
Simply stated, if someone's 5'4" and 200+lbs they shouldn't be skiing a 195 sorry but that's stupid, why not just break out the straight skis again.
If a person is that short and heavy, they generally won't have the agility necessary to maneuver a big ski around.
Some might, but generally I think you need to pick skis with both height and weight in consideration.
Flex patterns also change the length of ski that a person will choose to ride. If its soft flexing you can get away riding longer and not really notice it.

That chart is for some generic mom or dad who wants to get into skiing. It doesn't mean anything to core skiers, almost everyone on here is riding skis much longer then the suggested length.
