If it does it would be horribly inefficient. Since Final Cut is only offered for Mac OS X (built on a PPC architecture and a UNIX core), to run it on a PC you would have to run a processor emulator and compile a Darwin kernel to install the Mac OS. People have been known to do it, but I doubt it's anywhere fast or stable enough to install FCP, let alone actually do anything useful with it.
