why cant you get these cars in canada but you can get them in the states?

Because they don't comply with crash tests. They weren't available in the US until version seven because they didn't comply with the US crash tests, and for this release they just barely made them comply, but they still fail for Canada.

cool you wouldthink that a rally car would have quite a strong frame even without the roll cage. but why can you buy the normal lancer

Well the bumper for the car is too flimsy because of the intercooler for the turbo.They could put a bumper extender like man other car do so that they could come to canada, but they don't know if there is a market for it. They saw how the WRX STi did and don't know if they even want to bring it to cananda. ( The subaru is pretty much the same car, but it bombed in the market)
