Replying to Hokay.... Soo

This is something I have been struggling with for a while on this website.... But how the OMFG do I upload a video or picture?? How do you make it smaller, my computer is clogged with so many of these pictures/videoclips, that im kinda sorta interested in uploading..... any help would be appreciative

And I have used the search bar, and I did find some stuff, but it wasn't too current or helpful for that matter so I decided to try here.
