If you have a solid color background go to blending options>color overlay and make the color the same as the background. Then add a stroke and that should be what youre looking for.

that or do color overlay and set the opacity to 0 so you can shange the background color to whatever

or set the fill (right under opacity) to 0 and then set the stroke (as was detailed above) however you want.
