A vector is a region that is defined by calculations, not pixels. To do this, take a copy of the thing you want to vector so you have 2 layers of the thing. Turn the opacity down on the top layer to like 50% or so. Create new vectors between the two layers by using the pen tool. This allows you to see what you're tracing over while still seeing how the vector is turning out.
