If that is what they want in life to feel better about themselves then YES I do think so. However, at least a penis is not noticable through clothing so nobody can pass judgements. With breasts, you can tell how large or small they are through shirts and you can't always where the clothes you want to.

i personally don't like fake breasts (fake breasts = fake chick). true you'll get a lot more attention from guys, but for all the wrong reasons. if you have small ones now, at least you know that the guys that are interested in you aren't just in it for the titties. plus with surgery you run all those risks, just to have a big glowing sign on your chest that says "insecure." whenever i meet a girl with fake tits, she automatically gets put in the "one night stand" category, no matter how good her sense of humor is or how cool of a person she is, because she's fake. just the same as if i met a chick with a "fake" personality, i wouldn't want any meaningful contact with her, just sex.

If you do decide to get them, choose your doctor very carefully. I know a lady who got breast implants a year or 2 ago and her doctor wasn't very qualified and she got an infection and her sillicone implant ruptured and she got very sick. Be very, very cautious. It's not always perfect like it is on TV or in Hollywood, but I am sure you already knew that.
