Its the shift function of the key on a keyboard usually found above 'tab', to the left of the '1' key and below the 'Esc' key.

hey quazbotch, i have to strongly agree with you, i feel also that the tilde is strongly underappreciated in todays society, some people actually disrespect the tilde, can you believe it
