will a power washer make snow?

i have a small power washer and when i make it so it is on a fine mist, it looks just like snow is comming out except it is not frozen because the temp isn't cold enough. i don't plan on making tons of snow, just enough for an inrun for a rail. will it work by any chance and how cold does it have to be?

been there and seen all of the plans and i believe you, but i still don't see how it won't work casue the mist is really fine

its still not fine enough though. there NEEDS to be air to have particles small enough to make snow. i think theres a another thread about this somewhere around here...
