Replying to 2009 tacoma with 25,000 miles for $23,500 a good deal?

Been looking at a slightly used tacoma for when I move west. Obviously want to keep the miles down. Is there any advantage buying one in a newer year? Seems like most of the tacoma's going aorund my area are 2009-2012 with 25-32000 miles on it for right about 24000. Getting really close to pulling the trigger.

Trying to get one that isn't the complete base model I want to chrome bumpers and upgraded wheels.

Is this a good deal for a double cab with 4x4? Any other suggestions where people look for used cars besides auto trader, cars.com, etc.?
