yup. it really does, increases balence by two times easy. rumor has it that they are building one that incrases jump ability, but dont get too excited just the word on the block.

yeah they do, i usually ski using shake weights instead of poles. my rail game becomes 10x steezier and my jump game improves a little... its hard to shake them while trying to grab and whatnot. their effectiveness really shines while slaying rails though

Well if by rails you mean cocaine, then yes. Yes it does. More shakeweighting = better handjobs, better handjobs = more cocaine.
