from personal experience, I'd recommend a mini-logo blank. They have a shitload of sizes, and are very good boards for the price. I use these almost exclusively as with most people in town, since they are cheap, and awesome options.
As for setups, I'd say trucks and wheels are more important than the actual deck. If the deck feels good and is the right size that's the best thing. I personally prefer Thunder trucks the most, but anything like Royals, Indies, and Ventures will be very solid options. Just make sure to match the size to the width of your board.
as for wheels? it depends on what you'll be using the board for. I use 58mm 100A's because I usually just skate bowls and around town, and I like to powerslide - therefore needing a harder wheel like a 100a durameter. Here's a guide from my local skate shop for choosing wheels. Should help a lot.

and grip tape? Get Jessup or Mob are usually the best. Hope this helps.
