saw a clip pop up on my facebook earlier and turned out to be a clip from a documentary

swedish twins attempted to commit suicide on the M6 motorway and it tells the story of that and what happened after (stabbed a guy etc)

No, unless the suicide is with malicious intent. People who try to commit suicide obviously have problems, better to try help them than stick them in jail where they will just try again.
