They've pretty much officially cancelled halloween in my humble town of Kent, CT due to the entire town being out of power. They might have everybody come to the firehouse where there's lights and what not, but it's not likely. I think it's bullshit because the utter darkness would be perfect for scaring the shit out of little kids, which is what halloween is all about!
