Every waterproof fabric needs maintenance to stay in good shape. Pro Shell is no different.
A good waterproof shell will last you a while, so it's worth spending a bit of money on it. Deparmentofgoods usually has a decent selection for cheap prices, but we're still in sale rack territory at local shops, so check those too.
I picked up a Marmot Alpinist shell last year from Departmentofgoods and it's been perfect. Nice adjustments, pow skirt, Gore Pro Shell for skiing in the rain, long cut for wet chair rides.
Find a good fleece pullover in a sale rack. The company doesn't really matter, it's all about the pockets and at least a modicum of loft. Softshells give you warmth, and the ability to wear it alone in more conditions, but they might be too hot for some layering.
