I ski in the portes du soleil (Avoriaz) and never get stopped its brilliant. Plus i have insurance for all the mountain so if i get injured im not left stuck in the pow!!
Skiing in the US is totally dependent on the resort, you can go to the midwest and it will be all groomers, or you can go out west/east and ski both groomed and ungroomed runs, both of which are considered "on piste" by my german friends. I mostly ski inbounds at more challenging resorts, like telluride, but there is still tons of pow "on piste", especially if you hike beyond what the lifts serve
my friend got caught goin under the windmill and ski patrol asked em if they were goin to smoke and they said no they just wanted to go ski some better snow and the guy was like ya id probablydo the same and let them go
