its actualy pretty straight. I've brushed up against my roommates truck and it the skis just flexed. And yes its street legal. As far as i know theres no regulation on bumpers
The main purpose of a bumper is to protect against body damage in collisions slower than 5 mph. Newer cars have bodies with built in crumple zone to lengthen stopping time in high speed collisions but this is not the bumper itself. A bumper is not made to protect you in a car crash. The government has regulation on bumpers but only for cars. Trucks, SUV's, and Vans are not even required to have bumpers.
if the hicks have metal poles and bent rods as theirs it should be fine for this dude to have some skis. even though it sticks out way far on the sides
but your bumper channels the force of impact to the crumple zones. they should be connected to the perpendicular running bars that your bumper was once attached to.
